Adding voice and weight to this issue...
My latest toddler has maxed all skills, but, for example, never got the option to learn letters (so couldn't achieve that milestone), and despite maxing the movement skill, never had this milestone recorded, and never received the milestone for being able to run (which she can do).... hope this can be fixed...

This is a known bug with toddlers who have started off toddlerdom with advanced skills from the bonus infant trait/s upon aging to toddler. the workaround is to cheat the skills down to 4 and redo to 5, I believe. :/ still frustrating and I've given up on doing that because it doesn't always work.
