I was able to reproduce it again in another save, this time with an infant I made within the last few days. She is a fairy this time. Her father was able to do one action of practice standing before it stopped queuing. Thankfully, I was eventually able to unlock the milestone by having her play with blocks/chilling around chairs that she could pull herself up on. At the moment, it seems that occult infants are affected, but not always. I have had plenty of other occult sims (werewolves, vampires, fairies) where it works fine. So, for now, it doesn't seem to be 100% on my end, but it has happened twice now.
