It's not just occult. I don't own Werewolves or Enchanted by Nature and I'm not able to practise standing with my infant. I managed to do it two or three times but then it started refusing to queue. All other milestones are unlocked - it's just this one I'm having real trouble with!
Should add - never had any issue with it until the January patch
