Hello again crinrict
That was the problem. Since I don't usually have an edited police station in a save, I had forgotten about the old thread. I searched before posting but nothing was coming up for me, so I am grateful you remembered and linked the old thread.
In case anyone else runs into this anytime again soon, you do go to work and use bb.enablefreebuild. It isn't necessary to turn on testingcheats first. I used the design tool and selected the first color option choice, which was the correct one. Just for good measure, I changed the color of the chairs back to the original swatch used, too.
I don't see a way to accept your post as a solution in this new (to me) forum, but it was the solution in my save for not being able to interrogate a subject. Thank you so much for your help!
There's no solutions in the new bug forum. It's still a bug that the recolors don't work. I mean you do need to use a cheat to change them but why offer recolors if they don't work.

Completely agree that recolors should work since this has been a "bug" since what, 2015 or so? The guides to edit the police station that I could find, after reading your post, only indicate how to edit and the requirement for a table and two chairs, not indicating original swatch necessary for the table to work. Guides should be changed, or recolors should work, but that's not up to us.
Hopefully, this new thread on the issue will help players. Again, I thank you for your help. I would have been so helplessly lost without your guidance on so many levels, and the blog posts on your site. I just sent a link to another player I know on deleting cache files from your blog. Sorry, that's a digression. I simply want to acknowledge how very much you have helped players for years.
