I found a work around for the issue.

When all mannequins are undressed, creating an outfit in CAS for 1 mannequin, all mannequins are dressed the same when exiting CAS.

But when choosing to create a random outfit for mannequins and then entering CAS to create a custom outfit, mannequins are then dressed in individually created outfits!
