Having the same issue. Sims will just wander around doing nothing if the objects are put on displays, such as the bakery display case. They only started doing the "What choice! What value!" interaction after I removed for sale items off these items. I had to place baked goods on a regular counter, which didn't give them the buff for increased longevity that the display case gives, which sucks when selling food.
