Household receives positive bill they can't pay (wrong Math)

I know this thread is a few months old but I thought I'd share my workaround in case it helps others. 

1. Go to the Manage Worlds view
2. Click on the household you are having an issue with
3. Click on the "..." menu in the lower right and evict the household
4. Click on the "Manage Households"
5. Select the household evicted from step 3
6. Click on "Transfer sims between households"
7. Transfer all Sims to a new household (it may look like nothing happened but the Sims should have been transferred to a new household)
8. Move in the new household to the lot they were evicted from
9. Check the mailbox to ensure there are no bills yet
