Household receives positive bill they can't pay (wrong Math)

I currently have the same issue. Power is shut off because of unpaid bills, but they cannot be paid, money is not taken from household and the power remains off. 

Info if useful: I just moved into a new lot, they bills may be from the old house (has not been an issue before). 
Problem remains with or without mods, tried to repair the game but it still does not work. None of the bills cheats work either.
