In multiple save files, I've found that horses are adopted by those living in apartment buildings, which in normal gameplay would not be allowed. This is something that should be excluded in the code for neighbourhood stories in particular.
Yash!!! That's what I mean to add filter. Or maybe if they unable to do that, maybe add limit to specific traits, like only Sims with this traits: Horse Lover, Animal Lover, Cats & Dogs Lover, and Family Oriented who would run the Adoption NHS system. Same thing could be applied to "Leave a Career" to Non-Commital traits.
