and your sure you didn't turn it off for those Sims ? Hair growth can be set by Sim
Yes, 100% sure. I even de- and reactivated it.
When I removed all my mods, I chose a different hairstyle for both my sims and wanted to change the hair color, got the pop-up that it would set back my current hair growth status and declined. So it was for sure turned on.
