How is this a problem? Homeless sims are background clutter. If they age up and die, the game will just generate another one to fill the gap, or in my experience, another six or seven. Let them remain static, I'd rather the game not have a reason to roll up any replacements.
My games are so bloated with homeless randos that I go through Manage Worlds and delete 80 or so per sim-week and my game's population is still going up, which bloats my savefile with people who are pear-shaped Child of the Island/Lactose Intolerant/Rancher with nose rings, blonde hair, those stupid shiny eyes from the event and Japanese surnames.
If you're paying attention to them, you should give them a home. And probably a makeover.
