I have the same problem since just now.
I get the invitation to the pre-prom get-together, but no popup for prom itself. Prom has vanished from the calendar.
Fortunately, I save at least every 30 minutes and I keep all the save files. This allowed me, in my special case, to find out what caused prom to vanish from the calendar.
The previous Sim week, I had gone on vacation with a family with a teen, and that vacation included an entire Saturday. The prom message did not pop up at 7 PM, but I had seen exactly that happen several times before (and prom had always worked the following weekend then).
So now I loaded a save file from shortly before 7 PM, and prom was still in the calendar. In the next save file, from after 7 PM, it is gone.
I then loaded a save file from Saturday 3 PM and decided not to extend my vacation by another day and returned home instead. The prom popup appeared at 7 PM, and prom worked fine. (However, I lost one Sim week of gameplay now.)
As I said, exactly this (prom vs. vacation) used to work before. This is a new bug in the game.
