I want to add to this thread and say I have been experiencing the same issue as many in this thread for awhile. I went back through previous saves to see if any of them had prom to play with and found it in one of my older saves. I was playing with that save for awhile and prom was still on the calendar. I declined the prom invitation once and then prom completely disappeared from the calendar for the whole save in separate households with teens as well.
When I’ve attempted to make a new save to hopefully resurrect the prom feature, it does not even show up in a completely new save since it disappeared
