I've noticed this in my legacy save. I mostly stayed in one household until the offspring aged up. Prom worked fine until I moved a few of them out and played in their new house with them for a while. I decided to turn off aging for a bit so their kids could grow up together and switched back to the main house where the youngest offspring was still a teen. When it was his turn to go to prom, all of the prom pie menu options were gone and the event never popped up. Restoring age progression didn't bring it back.
I made a Prom Getaway as a work around because I use prom a lot for storytelling.
