I pulled a backup from my google drive that, ironically, I'd saved a day before HSY was released. So far no prom. A friend pulled an old backup from before she started a new save file and those sims have prom.
Pre-prom party invite.... No prom. Even the horses are missing, and this backup pre-dated HSY AND Horse Ranch.
