Yeah but someone said in a thread, turning them on made prom work for them.
Sounds like a bug but it would give a reason.

OMG, this worked!
I had them disabled, then when I saw your comment, I went to the settings, enabled these options, relaunched the game and now my sim can go to prom.
I ticked them already. Prom works again!
