Same for me - no matter how many teens are in the household I play, only one ever has the goals. The end of day report only shows for the one teen, and only that teen can go home normally. The others get stuck, and I have to switch control to someone at home, then call the stuck teens home, then they still have the briefcase icon on them showing "at school."
