The Vendor now shows up at the Tea shop, but when my Sim arrives the Notifications spam Tea Shop Events - regardless or day or time - and whichever event spams last is what happens. The only customers are the event participants. No other customers show up.

I'm having the same issue, the first time I entered the lot a vendor did show up but leaved after a while (don't know if they are supposed to have shifts like the bartenders do or not) but ever since then no vendors have been seen and I've visited the lot several times. The boba shop owner did walk by the lot the first time I went there but she has also not been seen since. The contestants always show up whether there's an event or not but no other sims comes by.
I saw the notification spam today for the first time and do have an LE that was generated.
I took a teen sim who has graduated early from high school to the store around noonish game time, on a Monday. I don't think any event should have been triggered but the spam came and the poetry event did end up starting. There wasn't a vendor on the lot when the sim arrived but one did finally appear at what would have been after school hours. I honestly think the fashion show event was also starting but needed to get my sim home. The store was very full when I left with her.

this is also happening at the University commons. it's spamming messages for events that are not even taking place right then. I came to the Foxbury commons to do a presentation, and jsut E-Sports - Play With the Pros, Cram For the Exam, and University Mixer Night over and over in my notifications. Dozens of messages.
