I have my death reviver the Reaper's bike. She is a spell caster, so she has a broom with her. However I do not have the prompt to fly over anywhere, just bike there.

For me it still shows up even with a bike but only if it's some way off. That seems independent of having a bike though.
Make sure that your spell caster is outside and that her destination is also outside. ROM brooms don't seem to work indoors.
