[IL] [EbN] Base layer category not showing up for mermaids/Fairies occult form

This is a very frustrating bug. I have several CC base layer options that I'd love to use for my Sim's mermaid form but I can't even access them in-game. I hope this gets more votes so they'll fix this!

Base layers show up fine for this fairy sim when editing their normal form, but the UI is missing when editing the outfit in fairy form. The base layers do remain visible in fairy form if applied to the non-fairy form outfit, but cannot be adjusted in the fairy form. Not sure if this is exclusive to fairies or affects other occult forms too. Screenshots show the comparison when editing the same outfit in normal mode vs fairy form. No mods enabled.

The Base Layer category is no longer missing for Merfolk and Fairies while editing their Occult Forms in Create a Sim.

Fixed in Patch 1.129.39/2.40
