[IL] [HSY] Several Locked outfits already unlocked

I've noticed this for a while now so I don't know which update may have caused it, but all of the Thriftea exclusive CAS items (i.e the items you can only buy from Thriftea and should be locked in CAS until you buy them from the store) are showing up in my CAS options already unlocked.  (Also, unlocked items usually 'move' up in CAS once you've unlocked them to appear with the standard CAS items, but the Thriftea items are still showing in the locked items area, albeit unlocked, if that makes sense!) 

This is happening in all my saves.  I started a brand new vanilla, mod and cc free save yesterday with the option to enable mods and cc turned off and the items are already available in CAS for my sim to wear.
