No it doesn't sadly. Anything with loading screens work. Think of it as reloading the lot. Best to just go in and out of CAS for now if you get this issue.

Upvoted. Yes, I'm having this issue as well, in a brand new unmodded game. I found that going into Manage Worlds brought back the ability to interact with my toddler, but it broke again the next time they were sent to Daycare and returned.

This has happened to me now with the new patch update. I'm on PS4. Was able to fix it when it first happen by exiting the game and reloading the save file. It's a fix, but not a fix anyone should have to do. Imagine closing your game after every time you kid returns from daycare?

Worst part is that the infant returns with all it's needs in red.. like they went to the daycare center from hell.

I also have this bug! I found a temporary work around if you have mods, and you use MCCC to select another member of the household to modify in CAS, and you change the infants outfit to another, and return to the game, it makes the bug dormant again until it is retriggered.

The bug also prevents the infant from being picked up and moved at all by the caregivers. For example, if you select the bugged infant to be placed in a highchair/crib, it will show that the adult has a routing error to move the child. Doesnt matter if the caregiver or infant selects it. 

You don't have to quit the game. The best workaround is to go to manage world, Travel or go into to CAS. Anything involving loading screens fixes the issue until you get the pop up again. No need to quit.

This might help you more so here's a tip since you don't need to change anything and might be a bit faster for you. Next time Just go into CAS, cancel and it should solve it issue. It seems loading screens will fix the issue until you get the pop up next time it's needed for when all adults are not on the lot.
