Insta-upgrade not available on burglar alarm

My sim has level 10 handiness so has unlocked the ability to insta-fix and insta-upgrade objects, but for some reason when I click on upgrades for the burglar alarm, the option to insta-upgrade never shows up. This is even after the time between insta-fixes and upgrades is up (the option comes up on other objects).
