Ideas
Going into CAS or travelling usually sorts this for me. Happens a lot on my game with the "see what's happening" interaction getting stuck in the queue. Noticed it also happens when my sim autonomously wants to start a conversation with a random sim that is in the process of leaving the area, like at a bar or club.
