Here is a procedure to reproduce on a fresh save. No mods enabled. This bug has nothing to do with heirloom passing, or a will being sent to another Sim. Once a Sim dies wills seem to become permanently locked, even after resurrection. This makes any Sim unable to change any Will details after resurrection, including Heirlooms, simoleons, or remains. Untested if a future final death would trigger any Will properties set before the first death.
- Create Will (all will interactions work)
- Sim Dies, lives as playable ghost (will interactions limited to only "Destroy Will", as expected)
- Resurrect Sim with Ambrosia (will interactions still limited to destroy only)
- Destroy Will, attempt to create new will via computer says "already has a will"
