I have this issue too! When I first got Life and Death it worked fine. Ive only had a few funerals but I think it was December when I first noticed the issue.
I'll use the funeral I had last night as an example- I selected five activities to do for my sim and their guests. As they did the activities they would complete correctly and the goal bar would move up, but once my selected activities had been completed the event didn't list anything else i needed to do, yet it was only at silver, so thatsas far as I could get. I will try another funeral with more activites and see if the event only moves your goal based on how many activities you plan!
Also Im on PC and Ive tested with and without mods and in a new modless save file. This test Im gonna do I will do a new modless save file, meaning I will turn the settings to disable CC and script mods.
