But I just found it by digging a dirt pile in Oasis Spring's Bedrock Straits neighborhood during the day time and waxing crescent moon. So you don't have to dig a dirt pile at night, nor during a full moon, nor during or at the Moon Revelry. You just have to dig a dirt pile.
