Hamper makes an odor in the hamper and sims get dirty surroundings moodlet, but the hamper seem empty and can't be emptyed so that sims can do the laundry. Have to sell the hamper to remove it from the room and place new hamper. Happens about 50-65% of the time hamper gets dirty laundry.
I have all the expansion packs, stuff packs, kits, everything. Been happening for a while (several updates). Have mods but the removal of mods don't fix the problem.
