My female sim has high romantic relationship with Father Winter but they are not partners.
Now something happened to their romantic satisfaction (1), causing my female sim to develop the fear of being alone (2).
This made her want to perform Seek Validation (3).
However, that option is not available (4). When I cheat and make them romantic partners, the option becomes available under the romance>affection category.
Conclusion: The seek validation action is not available when sims are not partners, but should be, since the fear of being alone can occur outside of a romantic relationship.
