I am having this problem too. I started a new save to test some relationship stuff out with my favorite sims and I have now run into this exact problem. I don't think it is a bug causing this, it's an oversight. The soulmate aspiration needs to be updated so that it is not so literal and will give credit to sims that are already married. I am sure if I divorced my sims and had them be romantic partners again that they would get the credit, but that just doesn't make sense to have to do that. There is so much to do in the game it is easy to get lost and not remember that something like this needed to be done in a specific order. So someone just needs to add some common sense into this aspiration so that married sims get the credit pretty please.
