We made some changes in our previous November 4th Base Game update that ended up fixing this issue as well, unfortunately it was left off the patch notes. However, while we were investigating this issue we did find an Enchanted by Nature paint that should have been available for toddlers but currently isn't, we'll be aiming to resolve this in our next Base Game update in January:
Please keep in mind that Toddler makeup isn’t available in the base game on its own, it only appears when you have custom content that’s specifically tagged for toddlers. When that CC is installed and marked correctly, toddler makeup will now work as it should again. If the section is greyed out, it usually means either there’s no toddler-compatible CC installed, or a particular item isn’t tagged for toddlers.
