I just had this problem today with Nordhaven. When it first came out, if I loaded from the worlds screen, there were no areas I could click on to travel. I opened a save today and noticed I have two Nordhavens; one broken one where nothing is clickable, and another seemingly functional one.
See screenshots below are the new working one, the world selection screen (the new icon is on the right), and the original non-working one. (Notice the icons in the world map are different views of the world.)
Working on a Mac. Don't have mods and never used custom content in Sims 4. Game and Mac fully updated.
