I'm unable to complete the rewards event because Marina Corsair has seemingly disappeared from the world entirely. She isn't in my friends list; I can't call her on the phone or find her anywhere. Please help! I want to earn my event rewards, but I can't progress without Marina!

Have you tried removing all Mods and loading another household / save to complete the quests there?
If that doesn't help and you don't have time to wait for a fix for that issue, you can complete the tasks with the UI Cheats Mod (right-click the tasks)
