It is still broken ;(
Initially after the server-side fix, it was still appearing the same for me even with removing my entire EA folder to my desktop, logging out and back in on the app, just to make sure I was starting with a clean slate. It produced the same ugly texture result.
I decide I would try one more thing. I had done this initially when I first noticed the issue and it didn't work, but with the Sims Teams server-side fix it worked and the problem for me is now fixed. *Cheers*
With that Said, thank you to the team and to everyone else, if the server-side fix doesn't fix it straight you can give this a try uninstalling the Mean Girls Kit and reinstalling it. I did it kind of a long drawn-out way because I like to be through, but it might also work just doing it from within the game itself.
Anyway, after the server-side fix this is how I got it work for me. I moved the SP83 Folders that are in the Sims 4 Game Files located in the game directory (Mine is the E Drive; yours may be different) to my desktop). When the game is reinstalled, it will remake these but always put them on your desktop to be safe.
This next part contains files that are hidden and they will need to be unhidden to access them. You can find these hidden files in C:\Users\[Username]\AppData\Local\TS4. I removed the files on the 28th, because that was when I reinstalled the Mean Girls Capsule after I had uninstalled it during my many attempts to find a fix for the textures, but for most people who installed it would probably say the 27th which was its release date or the date you bought and installed it. These files do not have names, so if you installed other items, you will not know which are which. Which is frustrating, but always better to be safe, so move them all to your desktop. When you go in game, those items you removed will still be listed as owned, but you will have to reinstall them. I had to reinstall Mean Girls, Clueless, and one Maker Kit.
Anyway, doing this after the server-fix had made the items appear properly for me. Hopefully, these hoops won't be necessary for all of you and the server-side fix will just be a straight shot to perfect textures, but for me they are working now.- EA_Solaire2 days ago

I can confirm that it does happen for me, without mods, with a fresh install of Mean Girls, with cleared cache files, and a repaired game. Here is my DxDiag. Thank you for looking into this for all of us. We appreciate it.
