Since the last game update my game won't let me have cc or mods. Everytime I open the game with ANY cc/mods in my mods folder the option of cc enabling is disabled. And then when I open the game without mods or anything the option is enabled.

This is usually caused by the antivirus program blocking your user files. Make sure you add the exe (DX11 and DX9) as an exception to any ransomeware blockers.
