This problem has been going on for a month or so now and it happens across households. It is most noticeable when I have a sim cook food but it also happens when a sim eats food or is doing homework ...

I would turn off, sell and rebuy.
I don't know if this is a bug. The old thread was very old. I'm putting it on review for now. Up to EA to decide if they want to look into this.
Awesome. I went to my affected households and deleted the appliances and repurchased them and then cooked and it seems to have worked. Thank you again!!!
