[MWS] Messages in a bottle not spawning

I've been playing in Tartosa lately, and haven't been able to find any of the sand piles where you're supposed to be able to dig up messages in a bottle. It seems they aren't spawning. Both in an unmodded game looking on the beaches for the sand piles, and with Carl's Find Collectibles mod to try to find them automatically.
