My sim can't make flower arrangements that are 0 simoleones

So anytime my sim wants to make a flower arrangements she can't makes ones that have 0 simoleones because she has the flowers for it. It is greyed out and letting me know she doesn't have enough simoleones for it. I am on Xbox One as well.
