[S] Can't make 0 simolean Flower Arrangements with all ingredients

So wasn't sure how to label this issue properly and the only other one I saw bringing this up got closed as a multi-question so I can't seem to make Flower Arrangements if I have all the Ingredient...

So anytime my sim wants to make a flower arrangements she can't makes ones that have 0 simoleones because she has the flowers for it. It is greyed out and letting me know she doesn't have enough simoleones for it. I am on Xbox One as well.
