You can't knit without the knitting pack. Business or not. Hence it's a knitting pack bug.
Also, mentoring is base game. So if the option doesn't appear at all, it would be base game. If it's specific to classes, it would be BH but I'm unsure from the description given what's the case so that tag has not been added.
I am not OP but I was one of the people who added that I am having this issue. I just wanted to clarify that the bug I am concerned about is the class aspect with the new pack, when you teach a knitting class using BH it lists one of your required items to earn medal status as “mentor for 30 minutes” but there is no mentoring for knitting. There would be multiple ways to resolve this, if they changed the class requirement to “teach to knit for 30 min” when teach to knit is an existing interaction, or if they made the teach to knit actions from NK count as mentoring. it is the cross pack aspect of the class requirements that I am looking for to be fixed.

thanks for clarifying. There's a few reports in this thread and one just said that there's no mentoring so it was unclear what the base issue is.
I checked now and my Sim does have the option to mentor knitting. They have actually both mentoring and teaching so it's unclear why it's not showing up for the business class.

Ive been running a crafts shop and hosting knitting classes but Ive never seen the mentor knitting action show up. Theres offer to be a mentor (which is accepted only half of the time and even then they dont start the mentoring) and clicking on a yarn bag you can only knit yourself or ask for mentoring from someone else. I've had to just choose teach to knit and then cheated that specific task with ui cheats to complete the class.
I thought it was overlooked bc for knitting you need to have the yarn bag in your inventory to start the action instead of clicking on it when its placed down so you cant do it rn but since youve gotten it to pop up i dont know what the problem is.
