I’m playing on xbox and having the same issue. My Sim is level 8 tech guru and keeps getting raises instead of a promotion. If you watch her progress while she is at work, the performance bar moves from good to excellent, and she gets the checkmark like she has achieved a promotion, but when she gets home, she gets raise instead and her performance bar goes right back to good. This has happened multiple times, despite my restarting the console etc.
