I think i have a similar problem. I'm playing the scenario "stuck in their shadow". My sim join the tech guru career at level 4, doing the tasks for promotion and the daily task, and when my sim get the promotion, it get a promotion at level 7. One goal of the scenario need to validate the promotion at level 5 and it doesn't validate even if my sim get the promotion at level 7.
I play with no mods and i tried 5th time the scenario (always same bug) desinstall/reinstall the game, repare the game and it doesn't work
