I just came here to say that I think this bug has to do with the Entrepreneurial award trait. I always get it and I was experiencing the bug 100% of the time. However, I had one sim without it because I forgot to use his aspiration reward points for his entire young adult life and he never had the promotion problem that other members of his family did. I started a new save and didn't get the entrepreneurial trait for that sim, either, and he maxed out at level 10 in three careers that I previously had trouble with. It's sad that we had to come up with the problem on our own after 22 days of being ignored. Maybe they can fix it now.
