Removing Entrepreneurial trait works most of the time, for sure, however I have one sim without the Entrepreneurial trait that's been stuck at mixology level 8 getting only raises now. Might be more of a problem with how fast the sim is getting promoted and not any particular boost.
I have been playing many new sims for specific reasons and leveling their jobs up quickly, and so far, not had a single one of them get stuck on promotions. Is it possible there might be another trait involved as well? Does your sim have any other work related traits in play that you could slowly experiment with removing to see if you can get over that hump with your mixologist?
I just don't see speed being it as I level them up fast career wise by planning ahead and having their skills mostly in place so they can zip to the top.
