I had the same issue in one of my saves with a sim in the chef career. He got promoted so fast (unusually so) and then got "stuck" at level 8 where he would get the + promotions that normally happen after you reach level 10.
He is dead of old age now and and before that he retired, but it was very strange.
I play on PC with no mods/ CC
