I have this bug when my sims have Entrepreneur bonus trait - this trait is so bugged! It ruins in-game scenarios (Stuck in Their Shadow), and prevents sims from getting promotions after level 9 of any career. Had to delete this trait with a code - and afterwards all promotions started to work fine.
