I'm recently having this issue, random sims come into my house
in Sulani they sometimes go through the trash and kick the trash can other times they just come in from the sea, climb the dock ladder and just walk in the house and use computer, etc
in San Myshuno they just pop up in my apartment and walk in like they own the place
the option to "Send home" doesn't even appear
