Not sure if this a bug. But I remember in the past there was a patch note saying that spawned npcs shouldn't change their weight, so you could run food stalls or restaurants without any issues. I opened a home cafe (B&H dlc) and I probably will have to open a gym next to it in the future.

Could you please provide the following information
- Are you using mods/cc in your game ? Please remove them and test without them if you do.
I did a test run on new save and no mods. First trying to sell mostly bakeries, then just afk with a coffee bar for a couple weeks. Townies do change their weight.
