npcs will sometimes develop a romantic relationship immediately after introduction. However it doesn't take into consideration the sims sexuality or/and if they have a romance bar with someone else. ...
Ideas
The main issue here is that the game doesn't respect Sims' "gender preference". As this loot (made for a male-female couple) was here before the base game update. So, this should be treated as a bug!
(Right now, I had to use mod to stop this loot because this broke my plan for some NPC couples.)
