Outfit changes not saving/working

I had a sim that matched with a sim from my household on cupids corner and he moved in. I changed his hairstyle and outfits however these aren’t saving and he will not change into the outfits and hair colour has not changed. Athletic wear seems to work (outfit and hair style selection is what I selected) however cold weather outfit isn’t changing. My sim is stuck inside during winter because he won’t wear the appropriate outfit even though I’ve selected one. I have no CC or mods. Game is updated and I’ve tried restating multiple times.
